Like others, failed elsewhere using Live Shrimp, then got 5 in 7 casts at ~21.7, 11.9 using a Metal Spinner.

With the main weapon purchased from the vendor "Shichiho" 12.7 12.2 in Kugane, and the armor purchased from the vendor "Muto" 11.9 12.2, I started fishing at point 21.7 11.9 The Ruby Sea like everyone else, using Patience 1 (200GP) I just waited for the (!!!) signal and used Powerful Hookset (50GP), 5 times and finished in approx 15 min.

Do what Roza said, tried 3 different methods and hers was by far the easiest, got my 5 within 8 lines with her method

I caught all 5 in 5 casts once I started using the following:
1. Location: X:21.7 Y:12.0
2. Metal Spinner
3. Snagging On
4. Patience
5. Powerful Hookset
P.S. I had full level 70 script gear (ilvl 350)

Location as per others. Versatile lure, level-70 scrip gear, Patience. 11 casts yielded the 5 plesiosaurs, 1 hook fish, 1 glass flounder, 3 leaf tatsunoko, and 1 blackfin snake eel.

I got it with versatile lure, full lvl 70 scrip gear, then just cast and hook. You got it once you see !!!

Just like everyone else, 21.7, 11.9 (the edge of the boat) with Live Shrimp (which can be bought from the repair vendor in Isari) I got mine with a mix of Patience 1 and 2, snagging on, and Powerful Hookset, and popping a Cordial/Hi-Cordial Potion got my fish in 12 hooks. Happy Fishing!

Use Metal Spinners. Live shrimp got me nothing but Ruby shrimp and tatsunoko. With metal spinners I got all 5 plesiosaurs in like 15 casts (with snagging and surface slap when possible)

All of the above plus it helps to slap the surface if your GP allows it to get your chances from 33% to 66%. Don't mooch the red shrimp. :D

Can confirm bait used is 'Live Shrimp' and
Coords: 21.7, 11.9 directly on stationary boat at dock.

Location: around 21.7, 12.0 near Onokoro aetheryte in The Ruby Sea. Use live shrimp as bait. Patience not a must, but does seem to increase the chances of getting a (!!!) bite = Giant Plesiosaurs.
