I can confirm that as long as you have the pre-req quest completed as soon as you clear The Binding Coil of Bahamut - Turn 5 the quest will show up.

Is absolutely right; it's not bugged you simply have to clear the Binding Coil of Bahamut Turn 5 which is not outlined as a prerequisite in many online guides.

You need to clear Twintania in The Bind Coil of Bahamut Turn 5 in order to pick up and start this quest.

Completed Primal Awakening, can't find the quest in Waking Sands. Guess it's bugged too, like everyone else is saying.
