Double check every building, I was in a similar situation and noticed that my bath house was fully built but the cutscene never played.

Kinko Suzuran Leviathan [Primal]

The "Construction Complete"-Cutscene is important. After building on a plot of land make sure to click on the Logboards. Jumping Mammets are a hint for finished buildings, where the "Construction Complete"-Cutscene hasn't been viewed yet.

Mystea Crescent Odin [Light]

My Sancuary reached Level 9, I got all the expansions and all the land, got every requirement and still this quest doesn't show up. Any ideas?

Kaida Shaece Excalibur [Primal]

You need to unlock all expansion areas and fully build your island. Level 9 is the minimum Sanctuary rank to unlock the quest.
You get a full set of Isle Farmhand equipment, 7500 island experience points and 5,000 seafarer's cowries by completing the quest!
