1x A chance of 1 per clear of any 10 floors of Heaven-on-High. The higher the floor number, the higher the chance of 1 dropping.
My advice for this quest is if you have the weekly quest "One Man's Relic" run Delubrum Reginae. This will net you 2 (plus you get your 3 Gold Coins from the quest). Then spam run Hell's Lid which can be cleared on average in 10-12 minutes.
With good queue times, you can complete this quest in about 3 hours.
