Using the skill "Fish Eyes" doesn't seem to help. I used it twice. Couldn't catch the catkiller. Seems like the weather does need to be sunny.

9:30 AM, Clear Skies, Metal Spinner. Clear skies appears to be the key for this quest.

Emerik Tilvisch Goblin [Crystal]

With cloudy skies and then umbral winds, I went from level 60 to 63 in scrip gear using patience, cordials on cooldown, and some casts without patience when low on GP, all with a versatile lure. After an hour or so I had 20 lobsters (the only thing I caught mooching off bullfrogs), 13 cloudfish, 10 bullfrogs, and 9 hedgemole crickets.

Skies then turned fair, and I got the catkiller on the first cast. Guessing the weather is important, alternatively RNG.
