So how come I cant access this quest? I've finished the lancer story with foulques falling off, and now Ywain wont give me another quest to do the dragoon. what gives?

So I've been to Ywain and Alderic, but I can't get the eye of the dragon quest. I've been out to The Waking Sands and was unable to find the Sylph Management quest as well.

Just to be clear, the questgiver for the first dragoon quest is NOT Ywain. You'll need to go to Coerthas (via the North Shroud), and speak to Alberic in Dragonhead, in a settlement called "First Dicasterial Observatorium of Aetherial and Astrological Phenomena". A mouthful, I know.

Coming out of the North Shroud, just keep going right. You'll find Albric in front of the fire pit. Good luck!
