Full tacklekeep's gear and landmaster's accessories (gathering 712, perception 575), snagging on, patience 1 and precision hookset for 2 of them, last one was caught on a normal cast at 12 am eorzea time, clouds.

Salmon Roe (the merchant & mender in Castrum Oriens) as bait. Go next to the quest NPC and try to cast there. Quit if the alert that suggest you that the wanted fish is close doesn't appear. Not 100% that the fish is the one you are looking for but it takes 6/7 baits and 5 mins to me
I did this at level 69 (nice) FSH, Gathering 378, Perception 312. Fished right next to the quest NPC. As others have said, you'll get the text prompt that the target fish is near when you cast. I had Snagging active, used Patience, Chum, and PRECISION HOOKSET to get it. If you get double exclamation marks (!!), sorry, that's not the target fish. A single exclamation mark (!) is what you want, but sometimes you'll get the stupid lobster. Anyway I hope that helps someone in the future.
If you get a Bloodsipper, use Surface Slap and cast again to increase your chances.
I got all three of mine in under five minutes from doing this.
Level 63, Gathering 544, Perception 448, foggy weather after 12pm.
No, it's not actually bugged but I thought it was. Initially I caught an HQ carp and it counted towards the quest. I then caught NQ and it didn't count towards the quest. I thought maybe the quest was written incorrectly and that HQ was required. However it happens that the game only counts the version that you caught first. You still have to turn in NQ fish. I saw on another website that you either have all NQ or all HQ for it to count towards the quest.
With all of that being said, I caught 2 HQ and 1 NQ. It only counted the 2 HQ until I lowered the quality and suddenly the quest was marked as complete.
I used a versatile lure and cast exactly next to Reyna (the quest giver) and got all 3 in 4 casts. It was around 9 pm in Eorzea time so idk if that makes a difference at all.
What I ended up doing was casting a plain Versatile lure next to the NPC one time and then resetting by moving around in my place and then starting again. It says "Mark for the Quest "A Rousing Reunion" Detected" and that's when i got my last 2 in a row. Not sure If this is the correct way but my mission might have been bugged and that seemed to fix it.
