Because, as you pointed out, going over the acc cap is a waste of secondary stat points which can be put to better use on other things. Say parry for instance!

Which, incidentally, the lack of on a weapon can easily made up for in other slots. Food choice can easily compensate for lack of acc as well, depending on what pieces you're missing at any given time.

It's really not that complicated. Unless you just want to sit at max acc with highest parry rate possible and call it "good enough." But then... I'm not sure why you'd be posting here about max/min..

Why would you -NOT- want to be capped on acc? Acc is the most important stat you can have... If you can't -hit- the mob, you cant do damage, keep hate, or kill the mob. So ideally, you should base your gearset around capped acc, and then follow everything else in where you can.

Regarding the Allagan Battleaxe, yes the stats are superior to Bravura, and as such it will parse better for damage. However, you lose out on 37 parry and 26 skill speed from the Bravura+1, now while the skill speed is miniscule for warrior the 37 parry loss is going to hurt quite a bit (WAR -IS- a tank class after all, not a DD).

Statistically, Bravura+1 is still the better choice for tanking.

Now that isn't saying this is a poor choice, nor is the Allagan, I would say that they are on par with the +1, it's just a matter of whether you need the accuracy or not. There is no end-all be-all BiS because content difficulty will vary greatly and so should your stat choice for each type.

Ideally you shouldn't be acc capped anyway, if you're planning your BiS gear around eventually using Allagan Battleaxe. Stats on this line up nicely with those of Allagan, plus Dual Haken has parry where Allagan has none. Easily the next best thing.

I think people are forgetting that the Bravura+1 (Zenith now) has more parry (37 vs 26) and that if you are accuracy capped, not only would you be losing the 26 Skill Speed (as miniscule as it may be for WAR) from Bravura, you would also be losing 11 Parry and gaining absolutely nothing (aside from a badass weapon model). As it stands, Bravura Zenith still holds the edge in content where you do not benefit from the accuracy gain.

I am so glad I never Zenith'd my Bravura... I love you Bravura, but those stats are just amazing AND it looks amazing...

What a kick in the teeth. I might just keep using Bravura Zenith out of spite.

Recently went WAR last month and was stickin' with Titan's axe 'cuz Bravura was ugly. But this shall be got!
