I caught them fairly easily at x 34 y 5. You will know you are in the right place because it will tell you the fish was detected. I used Versatile Lure with normal cast and catch.

Do not fish near the NPC! That's not the place!

Location: The Ruby Sea (x 35.9,y 5.2)
Baits: Metal Spinner, Live Shrimp, Versatile Lure

Nakoma Maye Cactuar [Aether]

There are many posts already, but well, I add my with a summary, completed with my experience.

Location: The Ruby Sea, around X34 / Y7.

Remark: when you cast first time, you must get confirmation that you have found the spawning grounds. It's part of the quest. If you don't get it, it means you're not at correct location and the fish will not be available.

Bait: Versatile Lure.

Method: Simple cast/hook.

Snagging: I couldn't get any with snagging off. So, I decided to turn it on just in case and.... I got straight 2 sprags back to back, then a coral, and one more sprag straight after it! All 3 within one minute... :D
Conclusion: In my case, snagging on made it, or it was a beautiful coincidence. LOL

-You don't need to use Snagging, I caught all 3 in a few minutes without any extra actions enabled.

Kototo Koto Raiden [Light]

Go to Shoal Rock (Island north of Reyna), do not fish next to Reyna.
I used live shrimp and nothing else. Caught 3 in a row less than 10 minutes.

Merin Einna Halicarnassus [Dynamis]

Bait: Versatile Lure
Location: Shoal Rock (30.7, 6.8)

Just used chum and snagging. Took about 10 real life minutes to catch 3. Good luck!

Two things:
1. Go up to Shoal Rock - don't fish next to Reyna!
2. I tried the metal spinner and was catching everything but what I needed, then switched to versatile lure and caught three sprags in five casts.

I used Versatile Lure and Chum only. Didn't need to use Patience.
Got all three needed for quest within 10 casts. :)

Tsuki Yoshida Omega [Chaos]

Gear has no affect on catching it. Doing this as a lvl 90 with bis EW gear, and just using the versatile lure with precision II was enough. Got them pretty fast (and surface slap also helps speed things up). Bite is after 20s.

Kazuo Yugi Odin [Light]

Also confirming the comments saying Shoal Rock with versatile lure. Went to X: 34, Y: 7 and had three Sprags in less than 5 minutes. Time was around 10-11PM ET, but that doesn't seem to matter too much.

Estella Luna Diabolos [Crystal]

Remember to fly across the sea and fish on the SHOAL ROCK. Don't fish near the NPC !!! (surely i didnt spent several minutes until i realized it).

I used the bait: Metal Spinner
The fish bites at 20+ seconds (!) I was cancelling the super early bites and recasting again, got the 3 pretty quick in about 10~12 casts.

I can confirm what others have said: Shoal Rock, anywhere on that little island (I did 34.4 / 7.4) and I went 3/3 with versatile lure.

Chum --> Cast was all I needed to do.

Location: The Coral Banquet in the Ruby Sea (X32.0, Y6.0)
Lure: Live Shrimp. You may end up catching different things and sometimes a fish getting away.
Time: Managed to catch two quite quickly after 11:00AM
Gear: Tacklekeep
Skills used: Snagging, Patience II, Precision Hookset

Jarni Regalia Ultros [Primal]

Used Dj-cat Nipp's tip on bait and it worked flawlessly. No skills other than Cast & Hook. Bought 18 Live Shrimps, got the 3 Sprags in less then 10 minutes with 7 shrimps left.

I went to the end of the dock off the north side of Shoal Rock and caught two fairly quickly. The third took a few minutes.

Gar D'tor Faerie [Aether]

Weather and time don't seem to matter much. Follow the location advice below and use a simple cast and hook and you should be good.

Valentyne Muscadune Sargatanas [Aether]

Caught at Shoal Rock (33.7, 6.9) using landsaint's gear and versatile lure at 11:00 PM ET, clear skies. I didn't seem to have any problems using the higher level gear and caught the fish on both Patience + Precision and normal cast + hook.

Marx Gant Malboro [Crystal]

Caught at X32.1, Y6.7 like many others.
Patience + Precision worked best, chum didn't make a difference for me.
Was undergeared still got 3 in around 10 minutes with Versatile lure and those abilities. Gathering 483, Perception 368. (Yeah even that low you can get all 3 thanks to the HQ requirement being taken away).
Would recommend getting your higher gear set to save time.

Camilla Songul Midgardsormr [Aether]

Two Tips:

1. If the message pops up "Mark for the quest "Search for the Spawning Grounds" detected, you are in the right spot and can fish up the quest item. Sometimes you have to reset this by Quit fishing, then Chum and Cast again.

2. If you are trying to complete this class quest at a higher level, your gear stats may be too high. Remove your gear to try to get stats to around Gathering 750 and Perception 450 to increase your chances of catching this small fish.
