I played this game 3 or 4 years ago on my PS4. I just purchased it on sale on steam. i logged into the same SQUARE ENIX acct. how do i play my character from PS4 on STEAM?

Sadly, you can't play your previous PS4 character on Steam.

Steam license is separate, it's not compatible with Windows/PS4.
You need to buy Windows, Mac version or continue playing on your PS4/PS5.
