1. As said in description: original MSQ completed (last step: quest Ultimate Weapon).
2. Additionally, it needs to have completed a set of quests leading to present one. Since I didn't check at earlier steps, I have only the name of the quest right before: "What Little Gods Are Made Off". It must be completed to unlock "Not easy being green".
I don't have names of the other quests before that.
